Grimes County is the site of Terafab, the semiconductor manufacturing complex SpaceX and Tesla are jointly building. Once complete, it would be roughly five times the size of the current record-holder, Chengdu's New Century Global Center, with an initial build cost of $16.8 billion.

Ahead of the meeting, nearly 900 Grimes County residents had already signed a petition asking the county commission for stronger protections before approving tax breaks for large industrial projects. The petition lists 12 specific demands, including county-funded independent legal counsel, water and environmental safeguards, road-repair requirements, emergency-services funding, and clawback provisions if the developer fails to deliver.

Terafab is meant to produce logic and memory chips for Optimus and Cybercab as well as chips for SpaceX's orbital data centers, making it a centerpiece of the deepening Tesla-SpaceX infrastructure tie-up. But the growing local pushback shows the familiar tension between project speed and community buy-in playing out again.
